The price on the listing is not
the cash you need on the day you buy. Between stamp duties, your down payment
and the fees, the money you must have ready can run well into six figures
before you even get the keys. Here's the full upfront picture, starting with
the duty every buyer pays.
Buyer's Stamp Duty (BSD) applies
to every property purchase in Singapore, regardless of your nationality
or how many properties you own. It's charged on a tiered basis on the higher of
the purchase price or market valuation, and is payable within 14 days of
signing the Sale & Purchase Agreement (or exercising the OTP for a resale).
These rates have applied since
15 February 2023 and remain current in 2026. Each rate applies only to the
portion of the price within its band:

1% on the first S$180,000
●
2% on the next S$180,000 (up to S$360,000)
●
3% on the next S$640,000 (up to S$1,000,000)
●
4% on the next S$500,000 (up to S$1,500,000)
●
5% on the next S$1,500,000 (up to S$3,000,000)
●
6% on any amount above S$3,000,000
●
S$1,000,000 property → BSD S$24,600
●
S$1,500,000 property → BSD S$44,600
●
S$2,000,000 property → BSD S$69,600
BSD is just one line. Budget for
all of these:
●
Option / booking money. For a private resale,
you typically pay around 1% to secure the OTP and a further ~4% to exercise it
(about 5% up front). For an HDB resale, the option fee is between S$1 and
S$1,000.
●
Down payment. With a first bank loan capped at
75% LTV, you need at least 25% of the price as down payment — of which a
minimum of 5% must be in cash, and the remainder can come from CPF or cash. (An
HDB loan is also 75% LTV, with the down payment payable from CPF.)
●
ABSD, if it applies. For a PR, a second-property
buyer, or a foreigner, ABSD sits on top of BSD and is by far the largest line —

●
Legal / conveyancing fees. Typically a few
thousand dollars for a standard purchase.
●
Valuation fee (for a bank loan) and
miscellaneous admin charges.
For a S$1,500,000 private condo
bought by a Singapore Citizen as their only property, with a 75% loan: roughly
S$375,000 down payment (min S$75,000 in cash, the rest CPF/cash), S$44,600 BSD,
plus legal and valuation fees — well over S$400,000 needed up front, with no
ABSD. Add a second-property profile and ABSD alone would add S$300,000.
Stamp duties often need to be paid
first and reimbursed from CPF afterwards, and the minimum-cash portion of
your down payment can't come from CPF. So even buyers with healthy CPF balances
need a real cash buffer on completion day. Work out the cash-versus-CPF split
early — it's the part that catches people out.
Does everyone pay BSD?
Yes. BSD applies to all buyers
regardless of citizenship or how many properties they own. ABSD is the extra
layer that only applies to certain profiles.
Is BSD charged on the price or the valuation?
On whichever is higher. If the
bank's valuation exceeds your price, duty is computed on the valuation.
Can I pay stamp duty from CPF?
For many purchases you can use
CPF, but often only on a reimbursement basis — you pay first, then claim back.
The minimum-cash portion of the down payment cannot come from CPF. Plan for
cash on completion.
When is BSD due?
Within 14 days of signing the
Sale & Purchase Agreement, or of exercising the Option to Purchase for a
resale.
